Allow hair in front or bangs to grow out long; then use wax, mouse, or gel to blow dry hair from center to sides. Two tone hair color will add depth or use lighter shade brown... i think that's how it's done.

I guess it was done with a scissors cutting in the vertical position, not much with razor, and then some medium wax to finish.
